SECRETARY GENERAL – United Cities and Local Governments Asia Pacific (UCLG ASPAC)

Salary range : 19 000 000 – 30 000 000 Rupiah (Gross) per calendar month.(Paid 13x per year to also  cover  Festival  Remuneration allowance.) Net amount will be paid monthly following the deduction of taxation obligations of the Republic of Indonesia.
A schedule of allowances to adequately cover out-of-pocket expenses and to cover accommodation and Economy air travel is available for approved assignments.
Location is Jakarta (Present office is Jl Sunter Permai Raya).
Term is for a two year performance based contract from 1 June 2013 , with opportunity for further contractural appointments subject to ongoing performance reviews.

United Cities and Local Governments is  a worldwide organisation representing National Associations of Local Governments and individual cities and other sub-national Local Governments, before the United Nations ,National Governments and  regional authorities and the private sector.

UCLG ASPAC is one of the seven geographically regional sections with headquarters in Jakarta. It is an international organisation whose main source of funding , unlike the UN and EU, derives from the membership who are largely sub-national Local Governments in developing countries.

The Secretary General will provide professional leadership for a small team of Managers (five at the Secretariat, up to three interns and three part-time Managers overseas. Further staff may from time-to-time be employed on projects where time relates to project funding.)

The commencing salary of the Secretary General  will be within the above range taking into consideration experience, qualifications, aptitude, leadership potential, language fluency, knowledge of Local Government and community expectations.

Payments beyond the salary range is NOT negotiable.

English is the official language of the organisation and fluency is required. Bahasa Indonesian would also be well regarded as the development of relations and involvement of Indonesian Local Governments and their Associations will be one of the key performance indicators for the position.
WHAT IS SOUGHT
•A qualified person, self motivated with extensive administrative, management and demonstrated leadership skills.
•Cultural awareness and tolerant views regarding politics, ethnicity, gender and religion in a secular organisation that respects differences
•Extensive Local Government experience. Service as a Mayor or Vice Mayor/Councillor, although not essential, would be favourably considered.
•Private sector experience or demonstrated knowledge and an understanding of the principles of investment and economic development for Local Governments.
•A sound awareness of environmental sustainability principles.
•An Indonesian citizen or a person with approval for employment in Indonesia at the time of the application.
•A motivated leader who will attend the Secretariat daily (8.30am-5pm and other times as may be required) except when on duties overseas or elsewhere with the concurrence of the President of UCLG ASPAC.
•A person able to travel overseas for meetings and an ability to make presentations when required.
•A manager who is able to report to and embrace responsibilities allocated by the Executive Bureau (Employer) and between Executive Bureau Meetings to the President.
•A leader who reviews and further develops the job descriptions of staff and works with them daily to ensure maximum industry and professional growth.
•To develop performance indicators for a small staff of Managers and conduct twice yearly formal reviews reporting the result to the President and Executive Bureau in closed session.
•A leader who can take the initiative and seek funding from international agencies to provide projects for the benefit of UCLG ASPAC members.
•A facilitator to implement an ongoing engagement with ASEAN and other ASPAC regional groupings and development agencies.

Those shortlisted will be interviewed during mid-March in Jakarta at a date and location to be advised. The interview panel will report to the Executive Bureau in May who will make the final determination and an appointment will be made from 1st June 2013.
