Job Description

BACKGROUND

Indonesia’s National Program for Community Empowerment (PNPM)
forms one of the central pillars of the government’s strategy to reduce
poverty. PNPM works by providing block grants to communities that get spent
through locally developed investment plans. These plans are developed with the
help of social and technical facilitators who help communities develop basic
skills in participatory planning, management, and oversight.

 

While the basic aim of PNPM is to support locally developed,
participatory plans, experience shows that not all groups can participate
equally nor do locally developed plans always benefit everybody equally well.
To help increase PNPM’s ability to engage individual and groups who do not
easily join local planning discussions, PNPM is developing a series of allied
programs whose purpose is to help marginal groups build the confidence and
capacity to engage with village planning and to benefit from PNPM and other
programs designed to reach the poor.

 

Several of these specialized programs require new types of
partnerships, particularly with civil society organizations. However, the gap
in scale and culture between large government poverty programs and the types of
civil society organizations that operate in Indonesia requires negotiation to
align objectives and procedures between large government and donor assisted
programs and the skills and perspectives of civil society groups. To address
these issues in a practical way, the PNPM Support Facility provides financing
and technical support to civil society groups that partner with PNPM so that
they can increase their ability to carry out field programs without getting
tripped up by complex and unfamiliar procedures.

 

PNPM’s governance board recently approved a new program, namely
the Special Program for Disability, whose purpose is to help increase the
capacity of disabled people’s organizations that can help PNPM and other
poverty programs more effectively identify and respond to the needs of poor
people who are also disabled. This project will run from 2012-2014, with option
for extension.

Job Description: The overall purpose of this assignment is to provide research,
administrative and support services to the PSF’s DPO Window Consultants in
order to facilitate the smooth operation of the project.

 

Main Responsibilities

--‐   Participates in DPO mapping as a research associate in conjunction
with the Field Researcher and Consultant Analyst

--‐   Serves as primary contact and support person for the DPO Window.
Oversees project schedule (calendar), handles and routes phone calls and
correspondence as needed

--‐   Acts as bilingual interpreter as necessary

--‐   Provides logistical support for the DPO Window, assisting with
travel and accommodation, organizing and arranging forums, meetings and special
events.

--‐   Maintains, updates and distributes the DPO Window official
documents including but not limited to: memoranda, minutes of meetings,
correspondence, emails

--‐   Collects, manages and updates database information on DPOs

--‐   Assists in providing factual and up-to-date information on the DPO
Window to key stakeholders and members of the public upon request

--‐   Assists in writing reports based on independent research as well
as information from consultants, DPOs, and other stakeholders

--‐   Accompanies the Team on field missions as required

--‐   Organizes and documents information obtained from the field for follow
up actions

--‐   Maintain regular communication with the DPO Team with weekly
updates and bi-weekly report

--‐   Liaise with Communication Team to share information regarding the
DPO Window within PSF and to the public

--‐   Other tasks as assigned by the Consultants to support operations
and management of the program (tasks are subject to change)

 

Location, Supervision and Timing

This is a full-time position based in Jakarta, Indonesia and will
require frequent field missions during the first year. The Program Associate
will report jointly to the DPO Window Liaison and DPO Window Analyst. The
position is expected to start February 1, 2013 and will be for one year; it can
be extended up to a year based on performance and interest.

 

Qualifications

Among the qualities an ideal candidate
will have are:

--‐   College Degree

--‐   At least two years of administrative experience, preferably with
non-profit organizations; demonstrated attention to accuracy and detail;
experience with travel and meeting arrangements, event planning and logistics,
and answering and screening phone calls.

--‐   Strong administrative skills; excellent written and oral communications
skills; experience with web site content management and social networking
tools; able to exercise discretion; proficient with the internet, basic HTML,
MS Word, MS Excel, Outlook, database software and phone systems; experience in
setting priorities and balancing a diverse workload; demonstrated reliability;
attention to detail including composing, typing, and proofing materials.

--‐   Solid judgment; critical thinking skills; a sense of teamwork and
community; ability to handle multiple tasks and work with several individuals
including persons with disabilities; highly organized; professional demeanor,
congeniality and tact; interest in disability / social welfare issues
desirable.

--‐   Comfortable with and respectful in interacting with people with
disabilities.

--‐   Able to work occasional overtime to complete time-sensitive tasks.

--‐   Good to excellent verbal and written skills in English and Bahasa
Indonesia

--‐   Experience working with DPOs / PWDs based in Indonesia is an
advantage

--‐   Strong verbal communication and interpersonal skills, and
experience working in a multi-cultural environment.

--‐   Commitment in delivering timely and high quality work

--‐   Ability to work independently and as part of a team

--‐   Extrovert personality helpful
