1. Grants Specialist
Control of Neglected Tropical Diseases: ENVISION

Position Summary:
The Grants Specialist (GS 100%) is responsible for managing fixed obligation grants (FOGs) to local non-governmental organizations (NGOs) to support districts to implement activities for the control and elimination of NTDs in Indonesia. The GS will work closely with the Finance & Operations Manager (Finance Manager) and the NTD Program Manager to ensure that local NGOs are able to manage their grants efficiently and transparently in compliance with USAID rules and regulations. The GS will be responsible for the submission of all grant-related documentation to the ENVISION Grants Manager for review and approval, as well as supervision of Field Coordinators.

Based in: Jakarta, Indonesia (100% effort)
Reports to: Resident Program Advisor

Duties and Responsibilities:
• Work with Finance Manager, Resident Program Advisor, M&E Specialist, and Field Coordinators to develop and review NGO workplans and budgets and ensure activities are in line with the approved country workplan and budget.
• Submit grant documentation to the ENVISION Grants Manager for review and submission to USAID.
• Prepare NGO grant agreements and modifications for review and signature by the ENVISION Grants Manager.
• Provide detailed oversight of FOGs and associated deliverables and reports.
• Supervise ENVISION Field Coordinators in their on-the-ground work liaising with NGOs and districts.
• Travel to selected districts for supervision and training as needed and complete site visit reports and monitoring checklists to document reviews performed.
• Coordinate with the M&E Specialist to report on NGO progress in completing milestones on a weekly basis. Submit weekly progress reports to the Finance Manager, Resident Program Advisor, M&E Specialist, Grants Manager, and NTD Advisor highlighting any areas of concern or matters requiring remedial action.
• Assist in training NGO staff in managing FOG agreements and monitoring progress to ensure project is carried out within budget and according to stated timeline.
• Provide technical assistance to build capacity of NGOs to manage grants and monitor NTD activities.
• Maintain all files for grants (technical and financial) and ensure complete audit trail for all necessary grant documentation.
• Work with Finance Manager to ensure timely financial disbursements to districts upon submission of approved deliverables.
• Ensure compliance with RTI's grants management policies and USAID rules and regulations.
• Close-out completed grants.
• Oversight of other ENVISION activities as needed.

Travel: Up to 25%

Qualifications:
• Bachelor's Degree in Program Management, Business Administration, Accounting, Finance, or related field and at least 10 years of experience in financial and administrative management or Master's Degree and at least six years experience.
• Proven track record of effective grants/subcontracts management to achieve project objectives is required.
• Must possess strong understanding of USAID grants and contracts policies and regulations.
• Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary.
• Experience in public health, specifically programme management and provision of technical assistance, is preferred.
• Proficiency in Microsoft Office package, especially Excel, is required.
• Must have functional fluency in English (both oral and written).

2. Monitoring and Evaluation (M&E) Specialist
Control of Neglected Tropical Diseases: ENVISION

Position Summary:
The Monitoring and Evaluation (M&E) Specialist is responsible for supporting M&E activities in the ENVISION workplan as well as reporting on M&E for the ENVISION project. The M&E Specialist will work closely with the National NTD Program to build their capacity in data collection, management and analysis and will oversee the ENVISION M&E activities. The position will also work with the Resident Program Advisor, the Grants Specialist, and Field Officers to ensure that local NGOs and other project partners are able to report on their deliverables. The M&E Specialist will be responsible for the submission of all M&E-related documentation to the NTD Advisor and M&E team in RTI Washington for review and approval.

Reports to: Resident Program Advisor

Responsibilities:
• Provide technical support to ENVISION's M&E activities in Indonesia and ensure that all M&E activities are implemented in accordance to workplan and budget.
• Provide guidance to MOH in data collection, quality control, management and analysis for baseline prevalence data, disease distribution data, MDA coverage data, disease monitoring and impact data.
• Provide support to the MOH for timely implementation and smooth operation of ENVISION M&E activities.
• Submit data in NTD ENVISION report format through the Disease Workbook, Program Workbook, Semi-Annual Report, Disease-Specific Assessment form, and other forms as needed.
• Provide mentoring, training and supervision of other project staff on M&E methodologies, specifically those in WHO NTD M&E guidance.
• Upon request by the Indonesia NTD Program Manager and/or RTI staff in Washington DC, prepare summary updates on progress of program activities to relevant NTD ENVISION partners and stakeholders, including workplans and Semi-Annual Reports.
• Perform other duties as needed.
Qualifications:
• Advanced degree, Masters or above, in public health or relevant discipline, with at least six years of experience in public health.
• At least three years of progressive relevant experience in database management and program monitoring and evaluation.
• At least two years of professional use of Microsoft Windows/Excel software, and one year professional use of Access, SPSS, and other statistical packages.
• Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
• Strong English language oral and written communication skills.
• Proficient in Microsoft Office (Word, Excel, PowerPoint).
• Experience in disease surveillance, infectious diseases preferred.
• Experience working with USAID or other donor-funded projects preferred.
• Willingness to travel within Indonesia frequently.
• Must be Indonesian.
