Background

Cardno has been engaged by Indonesia Infrastructure Initiative (IndII) funded by AusAID to provide services for Activity W275.01: Oversight of CBO's Project Implementation of Community-Based Piped Water Services Upgrading.

The Upgrading Community-based Piped Water Services Pilot with Private Sector Support was completed in 2011 and resulted in CBOs securing commercial loan from banks or private sector participation to improve services. IndII will provide Performance Grants to CBOs who manage to achieve performance indicators as agreed by all parties. The CBOs are required to achieve the performance targets (technical and financial) within half of the loan period committed with the bank and hence they will be entitled to receive the performance grants from IndII.

The goal of the Oversight (Supervision) of CBO's Project/Program Implementation is to ensure the achievements of project objectives for upgrading the management and service of the CBO through loan funding and/or private participation.

Job Summary and Key Responsibilities:

The key responsibilities for the Project Facilitator is:

* Prepare for visits of Cardno Core Team (CCT) staff including assisting with arrangement of meetings with key stakeholders in Local Government.

* Accompany CCT staff on site visits to each location and at stakeholder meetings.

* Assist with the initial appraisal of operations including confirmation that investments have been implemented, technical assumptions have been achieved and financial management systems are operating satisfactorily.

* Monitor the achievement of the assumptions used (technical and financial) in the investment plan and financial projection.

* Assist with project evaluations and training needs assessments for:

* Monitor CBOs pay debt service as scheduled (no default/arrears)

* Assist the CCT with final certification of CBOs for receipt of Performance Grants from IndII as applicable.

* Assist CCT with implementation of capacity building

* Assist CCT with implementation of systems upgrading works as necessary

* Conduct monthly site visits to each location and assist CCT in preparation of monthly reportsi including assess progress with systems operation and maintenance; convene monthly progress meetings in accordance with CCT guideline; gather data for input into Monthly Reports, and identify areas where special assistance may be required.

* Where special assistance is required, advise the CCT and liaise with the team during the period while remedial actions are being formulated and implemented.

* Coordinate with LGs on the program monitoring activities including liaison with them during periods where remedial actions are being implemented to address problems which have arisen.

Other requirements:

Key selection criteria:

* Experienced in engagement with community based organisations in particular in the water sector

* Experienced in facilitating community activities

* Good communicatios in English

* Ability and willingness to travel to their designated CBO locations

* Graduate with at least 5 years experience in involvement with community based organisations and facilitating community activities.
