II. Organizational Context and Scope

Under the direct supervision of Programme Coordinator (Makassar, Bali, Manado, Kupang) for administrative matters, under supervision of Senior Migration Health Physician (SMHP) for technical guidance, and overall supervision of Senior Migration Health Advisor (SMHA), the Health Team Assistant will assist in the planning, implementation and monitoring of Health components at regional and local level in close coordination with the relevant units.


III. Responsibilities and Accountabilities

1.          Assist SMHP to ensure that all health components of the project are implemented in line with logical frame works.
2.          Support monitoring and evaluation health programme for asylum seekers/refugees/ irregular migrants under IOM care (IOM beneficaries) in Eastern parts of Indonesia (Makassar, Manado, Jimbaran, Kupang) by providing compiled monthly report in timely manner.
3.          Assist in establishing, maintaining and monitoring health assistance for beneficiaries in IDC and community accommodation in Makassar by providing weekly field visitation
4.          Liaise with IOM panel health facilities (primary, secondary and tertiary care facilities) to maintain quality assurance respecting IOM procurement and financial procedures and regulations
5.          Liaise with relevant (health) authorities regarding the health issues of IOM beneficairies including their voice as well as inline within IOM Operations guideline
6.          Ensure that each location identifies and make necessary arrangements with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations.
7.          Ensure that IOM health assistance for beneficiaries adheres to essentials of primary care principles, rational utilization of secondary and tertiary health care.
8.          Provide support on budgeting and verifying day to day operational needs in providing primary care based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partners.
9.          Ensure that emergency medical referral systems are establish in all locations to provide a time efficient medical attention to emergency medical needs in coordination with relevant authorities and IOM Health/Operations staff in the field.
10.      Manage need assessment, and health behavior of irregular migrants on a regular basis and inform SMHP on intervention such as health promotion and other needs on a quarterly basis.
11.   Perform such other duties as may be assigned.

Technical

a)      Knowledge in assisting emergency operations activities;
b)     Effectively applies knowledge of health issues in execution of responsibilities at appropriate level

d)     Excellent knowledge of structures and functions of district health office and ministry of health
e)      Excellent communication and negotiation skills;
f)       Ability to prepare clear and concise reports.
g)      Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds.
h)     Proficient in computer applications: Ms-Office.


V. Education and Experience


a)      University degree in Public Health, Psychology, Medicine, Nursing or Social Science
b)     Minimum five years of working experience including in project management, administration and staff supervision.
c)      Experience in community development, public health and psychosocial fields related to health system
d)     Prior experience working in health insurance and health promotion fields are advantages.
e)      Experience in liaising with governmental as well as national and international institutions preferred



VI. Languages


Language: Fluency in English and Bahasa Indonesia both written and spoken is required
