TERM OF REFERENCE

Baseline Consultant for Greater
Jakarta Urban-Disaster Risk Reduction (DRR)

Collaboration between Indonesian Red
Cross (PMI) and American Red Cross (ARC)



Background
and Objectives of Project

Jakarta
and the surrounding cities, known as JABODETABEK (Jakarta, Bogor, Depok,
Tangerang, Bekasi), surround the Ciliwung River Basin and many adjacent
locations are vulnerable to flooding and tidal surges, a problem that climate
change will exacerbate, particularly through more intense rainfall and rising
sea levels. On average, Jakarta is hit by extraordinary flooding every 5 years;
the frequency and severity of tidal surges and other flooding is already
increasing, most especially in lower lying areas like North Jakarta.



Based
on the above context, the Greater Jakarta Urban DRR project aims to contribute
in reducing deaths, injuries, and socio-economics problems caused by climate
related disasters and environmental degradation, in the Greater Jakarta areas
by fostering more resilient communities and a stronger PMI.



Scope and reach of
project

The
project will target 11 selected villages within three Districts across Ciliwung
and thus will benefit 36,549 beneficiaries directly and 553,535 indirectly
(such as community members, village volunteers, village committees, PMI
Provinces and Branches, as well as NHQ).



Survey Objectives

The
baseline assessment is intended to establish measures of key indicators so that
the project progress over time can be measured and that realistic targets can
be set out. The result of the baseline is used to adjust strategies and
intervention (whether it’s necessary) to ensure that project activities could
address the gap or issues identified during the data collection. The baseline
is to provide the following information:



1.             To measure the percentage of beneficiaries at community and school who took at least 3
actions for disasters preparedness.

2.
            To measure the percentage of household that disposed their
solid waste into designated places.

3.
            To measure the percentage of beneficiaries at community
and school who could mention agreed evacuation point correctly.

4.
            To measure the DRR related attitude and behaviors at
community and school.

5.
            To obtain some of related demographic characteristic of targeted
community such as age, education, sex, etc.

6.
            To obtain other relevant
information that is related to the project.



To support this Greater
Jakarta Project, we are currently looking for two consultants to conduct some
surveys. The positions are:



A. Consultant for Baseline and Survey



1.             Expected work plan and
deliverables:

a.   
Inception
Survey Design (PROPOSAL)

b.   
Finalized
Survey Questionnaire in English and Bahasa

c.   
All
data files in SPSS & Excel (raw data sets, modified data sets, log files,
code book)

d.   
Sampling
weight used in data analysis

e.   
Report
with preliminary survey results

f.    
Draft
report

g.   
Material
of presentation of findings

h.   
Final
Report. The final report should include detailed information on the following:

Baseline
survey background and objectives

·                Sample
size calculation, Sample design (domains, subclasses, stratification,
clustering, number of units at each stage).

·                   
Allocation
of units across stages, Selection of units at each stage.

·                   
Methodology
for selecting respondents at the final stage

·                   
Questionnaire
development process

·                   
Training
of data collectors

·                   
Listing
operations

·                   
Quality
control measures

·                   
Data
Management

·                   
Analysis
(including non response, variance estimation technique used and how complex
sample design accounted for) both table, chart, and narratives.

·                   
Lessons
learned to inform future survey work.





2.             Qualifications



The required qualifications and experience
are as follows:

a.   
Experienced
in conducting and leading survey at least recent 7 years

b.   
Demonstrated
experience in questionnaire development and testing

c.   
Demonstrated
experience in training and managing data collectors

d.   
Experience
of survey work with similar purpose and with mobile data collection strongly
preferred.

e.   
Excellent
knowledge and skills in research methodology and statistical analysis.

f.    
Demonstrated
experience and expertise in designing, managing and analyzing data from
complex-designed surveys (stratified, clustered, multistage, disproportionate
selection probabilities, etc)

g.   
Advanced
computer skills (SPSS and Excel)

h.   
Post
graduate degree from a recognized institution relating to social research,
survey methodologies or monitoring and evaluation

i.    
Excellent
communication skills for training and facilitation and leadership to manage and
coordinate team data collector

j.    
Excellent
report writing skill both in English and Bahasa Indonesia

k.   
Has
experience in Monitoring and Evaluation

l.    
Has
the ability to work with minimum supervision/directions

m.  
Minimum
a post graduated (Master degree) from relevant field

n.   
Ability
to work independently, ability to juggle and coordinate many tasks
simultaneously, ability to prioritize tasks, well organized, reliable and
trustworthy
