Summary of
Position

The DM-OD Program Officer will work with Program
Coordinator – DM & OD, DM Program Manager, PMI NHQ, PMI, IFRC, PNSs and
respective ARC colleagues in the planning, implementation, monitoring and
evaluation of the Disaster Management and OD project including the Corporate
Volunteer Project, to significantly strengthen the capacity of PMI and target
communities to prepare for, mitigate and respond to future disasters. This work
will apply to all major phases/dimensions of DM including preparedness,
mitigation, response, early recovery and longer term development. The DM-OD
Program Officer is reporting to Program Coordinator– DM & OD

Duties and
Responsibilities

Program
facilitation and Representation 

-     
Support
Program Coordinator and DM Manager with number of program related issues and sectors
– most especially associated with Disaster
Management (DM) and Organizational Development (OD) primarily with the
Indonesia Red Cross and International Federation of the Red Cross

-     
Support
Program Coordinator and DM Manager to institutionalize Disaster Management guidelines
and policies as developed internally within ARC, Movement and externally i.e.
UN, local authorities

-     
Support
Program Coordinator in the development of corporate volunteer initiative that
working closely with private sector including KADIN/AMCHARM

-     
Provide
field assistance to the team conducting assessments, program implementation,
and monitoring if required; 

-     
Attend
meetings, workshops and/or training programs as required. Present program ideas
and carry out discussions on behalf of ARC when required.  

-     
Undertake
tasks and small projects as assigned by the Country Representative or Program Coordinator
when required;

-     
Support
Program Coordinator in the preparation of program documentation, assessments
and studies as required;



Program
Administration, Research and Development

-     
Take
part in all phases of program development, especially related to DM and  OD related
to assessments, design,
implementation, M&E etc.

-     
Support
Program Coordinator in the development of program planning schedules and progress
of the programs;

-     
Contribute
to and support carrying out training activities, most especially related to the
Corporate Volunteers Project. This may include, but not be limited to,  planning and carrying out training,
developing materials and/or identifying participants.

-     
Support
Program Coordinator to follow up program related issues
with respective PMI-NHQ colleagues and unit  (expense reports, transfer cash, documents
approval)

-     
As
able, provide technical support to
PMI-NHQ to capture the learning from
other ARC activities and assist in
improving their standards and guidelines.

-     
Carry
out meetings to gather information



-       Report requirements:

Monthly progress
reports to Program Coordinator,
quarterly analysis documentation to capture lessons and action oriented
recommendations for the future. Participation, inputs and support in a number
of other documentation/information processes, mentioned within the JD.



Performance
Assessment

The successful
candidate will be assessed on the quality of performance per project and on the
competencies associated with the requirements of the job. Where there are gaps
in experience and where feasible, the American Red Cross will strive to train or coach the candidate.



Qualifications:

University
degree is Social Science and or relevant field is required. Master Degree
is preferredMinimum
3-4 years experience in disaster management, including preparedness, organizational
development,  field work, experience
with the private/corporate sector is an advantage2-3
years experience with  International
Development, institutional development or Relief or related professional
experience at a similar capacityStrong
communication and interpersonal skills Good
level of understanding about organizational changeAbility
to work well under pressure and meet deadlinesProficiency
in English and Indonesian (written and spoken) required. Good
computers skills (Windows, Spreadsheets, Word Processing) Past
experience working with PMI, International Red Cross/Red Crescent or INGO
is an asset.
