WEST SUMATERA

PROGRAM SUMMARY:
READI PROJECT
Mercy
Corps Indonesia’s goal is to address the root causes of poverty, thereby
improving the quality of life for disaster and conflict affected, urban, and
coastal communities.

Following
multiple years of Disaster Risk Reduction (DRR) interventions in Sumatra, Mercy
Corps is now beginning 18 months OFDA-funded project called “Resilient
Environment through Active DRR Initiatives” (READI).  The overal objective is to assist the people
of Sumatra in improving resilience and preparedness to cope with natural
hazards affecting the area.  The READI
program addresses the needs of the most populated coastal communities of
Sumatra (Bengkulu, Padang, Meulaboh, Nias and Mentawai) and views resilience as
the capacity of households, communities and institutions to reduce the
likelihood and mitigate the impact of natural hazards; as well as their
capacity to take swift action should a disaster occur.

The
objective of this project is to implement interventions that contributes to
saving lives, alleviating suffering, and reducing the economic impact of future
disasters by building local capacity for disaster management, increasing risk
and mitigation awareness, and improving warning systems.  Specifically, Mercy Corps will intervene in
the following areas:
a.       Awareness Campaign & Pro-active Engagement,
b.      Evacuation Maps,
c.       Capacity Building,
d.      Tsunami Vertical Shelter,
e.      Enhanced Emergency Information System (Emergency Masts),
f.        AM/FM
Emergency Radio Broadcasting,
g.       Partnership with private and public sector, and civil
society.

These below positions will be as fixed
term employee for 6 months.


1.  Team Leader - READI
The Team Leaderwill be responsible for;
providing the main technical guidance for the program, designing the support
program and technical aspects of the work plan programs and, where appropriate,
offering technical assistance to strategic partners.  Close engagement, partnership and capacity
building with local NGO, government, private sector and community partners are
critical.  The Team Leaderwill provide mentoring to the DRR
team and will be responsible for staff development. 
 
Qualifications:
·       An
advance degree, in relevant field of DRR and Climate Change Adaptation;
·       A
minimum of 5years of experience assisting similar programs, including previous experience
in Indonesia and knowledge of the Indonesian context and key actorsincluding government;
·       Previous
experience in efforts to improve in DRR and CCA is highly desirable;
·       Demonstrated
understanding of USAID policies, programs and procedures related to managing
programs desirable;
·       The ability to speak and write in
English is highly desirable.


2.  Government Liaison Officer - READI
The Government Liaison
Officer is a key position in Mercy Corps PadangOffice and will lead the coordination and partnership effort of Mercy CorpsPadang program with all levels of the
government in Bengkulu, West Sumatra, Meulaboh, Nias and Mentawai, and
ensure consistently high quality reports to the governments.
The individual holding the position described in this Position Description will be responsible for developing, coordinating,
maintaining and constantly improving government partnership strategy, Memorandum of Understanding (MoU), as well as provide assistance and
training to the government staff in each office.  In addition, the Government Liaison Officer is responsible
for ensuring that the reports to the government by each field office are timely
and of a high quality.  This will be
achieved through staff capacity building and necessary training.

Qualifications:
·         5+ years
of experience in Indonesia government relationship;
·         Good
Englishin both verbal and written is desirable;
·         Excellent computers skills absolutely required (MS Office, Outlook);
·         Excellent skills
in Report Writing, Presentation,
and Representation;
·         Prior experience in an international NGO or an
international firm is advantageous. 


3. Monitoring
& Evaluation Officer – READI

The Monitoring and Evaluation (M&E) Officeris responsiblefor overseeing the monitoring and
evaluation of the program, including development of M&E tools and plans,
beneficiary and indicator tracking, data compilation and participatory analysis,
contribution to reports and preparation of communication materials.  The
successful candidate will have a well-developed ability to conceptualize, plan
and implement program activities creatively, as well as the ability to analyze
data and utilize lessons learned for the continuous improvement of program
implementation and promote a culture of learning. 

Qualifications:
§         3+ years
of experience in monitoring and evaluation;
§         Good
Englishin both verbal and written is
desirable;
§         Excellent computers skills absolutely required (MS Office, Outlook);
§         Ability to work independently and cooperatively
with team members required.

4. Project
Officer – READI
The Project Officerwill lead the coordination and
partnership effort of MC Padang program
with all activities READI Programin West Sumatra,
Bengkulu, Meulaboh, Nias and Mentawai, and ensure consistently high
quality activityto the community. The individual holding the
position described in this PD will be responsible for developing, coordinating,
maintaining and constantly monitoring
program activities, as well as provide assistance and training to the communityin the area.  In
addition, the position holder is responsible for ensuring that the activityimplementing by local NGOare timely and of a high quality.  This will be achieved through local NGO staff capacity building, monitoringand necessary training.


Qualifications:
§         3+ years of experience in DRR program;
§         Good
Englishin both verbal and written is
desirable;
§         Excellent computers skills absolutely required (MS Office, Outlook);
§         Ability to work independently and cooperatively
with team members required.

5. Social
Media/Reporting Officer – READI
The Social MediaOfficer will responsible for the creation of an online DRR movement
and the promulgation of preparedness messages, establishment of communication
protocols to be adopted during emergencies to enable government agencies to
directly reach populations with real-time information

Qualifications:
§         2+ years
of experience in media communication;
§         Good
Englishin both verbal and written is
desirable;
§         Highly-developed computers skills, with strong
familiarity with Adobe soft ware, at least one (any) graphic design software,
MS Office, Power point, Outlook, Excel, and Word;
§         Multi-tasking, coordination, organization, and
prioritization skills essential;
§         Excellent skills
in interpersonal, presentation and representation;
§         Prior experience in an international NGO is
advantageous.
